This legislation, titled the American Grown Act, establishes new procurement requirements for specific federal agencies regarding cut flowers and greens. It mandates that the Executive Office of the President , Department of Defense , and Department of State may only use appropriated funds to procure cut flowers and cut greens that are grown within a qualifying area , which includes U.S. states, territories, and areas under the jurisdiction of federally recognized Indian Tribes. This requirement applies to procurements made or contracted for in the United States, effective one year after the bill's enactment. Furthermore, the bill addresses the acceptance of gifts of cut flowers or greens not grown in a qualifying area. Covered agencies may accept such gifts from foreign governments or their agents for display purposes only if two conditions are met: The origin of the foreign-grown gift is clearly displayed at the time of delivery and throughout its display. The agency simultaneously procures and displays an additional cut flower or cut green grown in a qualifying area. This ensures a preference for domestic products while allowing for ceremonial foreign gifts under specific transparency and balancing provisions.
