The "Choices for Increased Mobility Act of 2025" aims to clarify payment rules for certain manual wheelchairs under Medicare Part B , with provisions taking effect on January 1, 2026. It mandates the Secretary to establish two or more separate HCPCS codes for ultralightweight manual wheelchairs, distinguishing between those with titanium or carbon fiber construction materials in their base and those without. For ultralightweight manual wheelchairs featuring titanium or carbon fiber construction , Medicare will make payments to suppliers as it normally would under existing rules. However, suppliers are permitted to charge the beneficiary the difference between the Medicare payment amount and their actual charge for these specific wheelchairs. To protect beneficiaries, the bill allows the Secretary to require suppliers to issue a notice to individuals regarding their potential financial liability before they purchase or rent such a wheelchair.
