This bill seeks to provide comprehensive support for organic dairy farmers and processors across the United States. It expands the Emergency Assistance for Livestock, Honey Bees, and Farm-Raised Fish (ELAP) program to cover losses incurred by organic dairy farmers due to significant increases in organic feed or other input costs, specifically when net income decreases by over 10 percent. The legislation also mandates a streamlined payment process for these emergency assistance funds. A key provision focuses on improving data collection for organic dairy , requiring the Secretary of Agriculture to support programs that gather and publish cost-of-production data for organic milk, including detailed feedstuff costs. Within 90 days, the Secretary must establish an Organic All Milk Prices Survey to report monthly national and regional organic milk prices, analogous to existing conventional milk surveys. Furthermore, the bill requires new or updated periodic reports to include organic cost-of-production data by State, regional production quantities, and organic mailbox prices. To bolster financial stability, the bill directs the Secretary to propose new organic dairy safety net programs within one year, ensuring they are based on organic-specific cost data and prioritize small dairy operations. It also establishes an Infrastructure Investment Funding Program to enhance regional organic milkshed markets by supporting new processing plants, institutional purchasing of local products, and on-farm processing. Additionally, the bill creates Regional Organic Dairy Market Specialists positions to research marketing, competition, and provide recommendations, including the feasibility of an organic dairy insurance program. The bill authorizes annual appropriations of $20 million for infrastructure and $5 million for market specialists from fiscal years 2025 through 2029.
