This bill proposes to transfer administrative jurisdiction over specific federal land parcels located in Harpers Ferry, West Virginia. Approximately 25 acres currently under the Secretary of the Interior, part of Harpers Ferry National Historical Park, would be transferred to the Commissioner of U.S. Customs and Border Protection to be administered as part of its Advanced Training Center. Concurrently, about 71.51 acres across three parcels would be transferred from the Commissioner of U.S. Customs and Border Protection to the Secretary of the Interior, to be incorporated into Harpers Ferry National Historical Park. These transfers of jurisdiction would occur without monetary reimbursement or additional consideration between the agencies. The bill mandates that U.S. Customs and Border Protection obtain a survey to finalize the exact acreage and legal description of the land it receives, with the cost borne by CBP. Furthermore, it includes a reversion clause , stipulating that if the 25-acre parcel is no longer required by CBP, its administrative jurisdiction will revert to the Secretary of the Interior for inclusion in the National Historical Park.
