This bill, known as the GPS Resiliency Report Act, requires the Secretary of Defense to submit a comprehensive report to Congress within one year of its enactment. The report must detail the significant risks posed by a lack of access to the Global Positioning System (GPS) and associated positioning, navigation, and timing (PNT) services during potential conflicts involving the United States or attacks on its allies. It also mandates an assessment of the vulnerabilities faced by U.S. allies due to disruptions in these critical services provided by the United States. Furthermore, the report must evaluate the capabilities of competitor nations, including China and Russia, to degrade or deny U.S. access to GPS/PNT services. It will also assess current Department of Defense efforts to develop redundant PNT capabilities , including both space-based and terrestrial systems, and the progress of the Space Force's Resilient GPS program. Finally, the bill requires a framework for establishing a full-scale terrestrial GPS redundancy system that could be operational within 15 years.
