This bill, known as the "No Tax Dollars for Terrorists Act," establishes a clear U.S. policy to oppose financial or material support provided to the Taliban by foreign countries and nongovernmental organizations, especially those receiving U.S. foreign assistance. It mandates a review of U.S. financial aid to any entities found to be supporting the Taliban. The legislation aims to ensure that U.S. foreign assistance is not inadvertently enabling groups that aid the Taliban. The Act requires the Secretary of State to submit a report within 30 days identifying foreign countries and NGOs that have provided support to the Taliban, detailing the amount of U.S. aid they receive, the support they provide, and how the Taliban utilizes it. Concurrently, the Secretary must develop and implement a strategy to discourage such support, leveraging U.S. foreign assistance as a tool. Regular reports on the strategy's implementation and impact are also required. Furthermore, the bill mandates a report within 60 days on U.S. Government-funded direct cash assistance programs in Afghanistan. This report must identify implementing partners, recipients, payment methods, the use of hawala , and oversight mechanisms to prevent the Taliban from accessing these funds. It also requires ongoing reports on the status of the Afghan Fund , including details on Taliban influence over Da Afghanistan Bank, the Fund's Board of Trustees, conditions for fund release, and controls to prevent diversion to the Taliban.
