This bill establishes the Intelligence Community Technology Bridge Fund , administered by the Director of National Intelligence, to help transition products and services from research and development to prototype or production for the Intelligence Community. The fund provides financial assistance to businesses and nonprofit organizations, aiming to advance government acquisitions of these innovations. To be eligible, entities must be under an existing R&D contract with an Intelligence Community element, and their product or service must be certified by the Director of National Intelligence or an IC head as addressing a specific mission need. Assistance can take the form of grants, payments for products or services, or equity, with a priority given to small business concerns and nontraditional defense contractors. The Director must consult with IC heads and report annually to congressional intelligence committees on the fund's expenditures and outcomes. The bill authorizes $75,000,000 to be appropriated to the fund annually, with a maximum fund balance of $75,000,000 at any time.
