The study also includes identifying appropriate release triggers and analyzing the market implications of a reserve, including effects on price and supply. Furthermore, it will assess likely consumers and evaluate alternatives to a strategic reserve. Based on these findings, the Secretary must develop recommendations on whether to establish a reserve and the most practicable method for its creation, with industry coordination encouraged. Both the completed study and the subsequent implementation plan must be submitted to Congress, with provisions for protecting classified national security information.
