Congress finds that over half of the NNSA's nuclear enterprise infrastructure is in poor condition, necessitating significant recapitalization and modernization guided by the NNSA's 25-year " Enterprise Blueprint ." This roadmap aims to meet dynamic mission requirements, including developing modernized nuclear weapons systems and ensuring enduring stockpile stewardship. Each report will provide comprehensive assessments of infrastructure investments for the next 5, 6-15, and 16-25 fiscal years, detailing cost estimates , schedules , workforce impacts , and progress for the near-term. Subsequent reports must also explain any changes in these estimates and schedules for previously identified projects across all timeframes, ensuring continuous oversight of the NNSA's long-term modernization strategy.
