This bill amends title 38, United States Code, to establish a comprehensive prohibition on smoking within all facilities of the Veterans Health Administration . This prohibition applies to any person , including veterans, patients, employees, contractors, and visitors, ensuring a smoke-free environment across all VHA premises. The legislation broadly defines "smoke" to encompass both traditional tobacco products (cigarettes, cigars, pipes, and other combustion or heating of tobacco) and electronic nicotine delivery systems , such as e-cigarettes and vape pens. "Facilities of the Veterans Health Administration" are also broadly defined to include all land and buildings under VA/VHA jurisdiction, such as medical centers, nursing homes, and outpatient clinics. This measure aims to create a healthier environment for all individuals within VA healthcare settings by eliminating all forms of smoking.
