The legislation broadly defines "smoke" to encompass both traditional tobacco products (cigarettes, cigars, pipes, and other combustion or heating of tobacco) and electronic nicotine delivery systems , such as e-cigarettes and vape pens. "Facilities of the Veterans Health Administration" are also broadly defined to include all land and buildings under VA/VHA jurisdiction, such as medical centers, nursing homes, and outpatient clinics. This measure aims to create a healthier environment for all individuals within VA healthcare settings by eliminating all forms of smoking.
