Southcentral Foundation Land Transfer Act of 2025

This legislation directs the Secretary of Health and Human Services to transfer approximately 3.372 acres of federal land in Anchorage, Alaska, to the Southcentral Foundation (SCF) within two years of enactment. The primary purpose of this conveyance is to support SCF's health and social services programs. The transfer will be executed via a warranty deed , ensuring a clear title for SCF. Notably, the Foundation will not be required to provide any payment for the property, nor will any obligations, terms, or conditions be imposed upon them, and the United States will retain no reversionary interest. A significant provision addresses environmental liability , stipulating that SCF will not be held responsible for any contamination that occurred on the property prior to the conveyance date. Conversely, the Secretary will not be liable for contamination that occurred after SCF took control, occupied, and used the property. This ensures a clean transfer of responsibility regarding past environmental issues.
