This bill requires the Secretary of Energy to relocate the Office of Fossil Energy and Carbon Management from Washington, DC, to Pittsburgh, Pennsylvania. This relocation must be completed by December 31, 2026 , overriding any conflicting federal code regarding the seat of government. Following the completion of the relocation, the Secretary is mandated to submit a comprehensive report to Congress within one year. This report must detail any employee attrition experienced during and after the move, and the extent to which this attrition is attributable to the relocation. Furthermore, the report needs to outline how the Secretary plans to address such attrition and assess the impact of the relocation on the ability of employees to negotiate conditions of employment through their representatives.
