This bill proposes to amend titles XIX and XXI of the Social Security Act, effectively prohibiting the use of federal Medicaid and Children's Health Insurance Program (CHIP) funds for "specified gender transition procedures." The legislation provides an extensive definition of these procedures, encompassing a wide range of interventions. These include various surgeries like castration, hysterectomy, mastectomy, and phalloplasty, as well as the administration of hormone therapies such as puberty blockers, testosterone, and estrogen, and the placement of certain implants. The bill specifies that these prohibited procedures are those performed with the intent of intentionally changing an individual's body to no longer correspond to their biologically defined sex. However, it carves out exceptions for medically necessary treatments, including those for precocious puberty , verifiable disorders of sex development , or conditions posing an imminent threat to life or major bodily function. Procedures to correct issues arising from previous gender transition interventions are also exempted from the funding prohibition.
