This bill amends the Secure and Trusted Communications Networks Act of 2019 to impose new restrictions on the Federal Communications Commission's licensing authority. It specifically prohibits the FCC from granting licenses or United States market access for geostationary or nongeostationary orbit satellite systems, as well as authorizations for individually licensed or blanket-licensed earth stations. The central provision targets entities that produce or provide covered communications equipment or service , or any of their affiliates, aiming to prevent potentially untrusted entities from controlling critical space-based communications infrastructure within the United States. For this purpose, an "affiliate" is defined as an entity with at least 10 percent ownership or control, directly or indirectly, over another entity. These prohibitions will apply to any license, petition, or authorization granted on or after the bill's enactment date. To ensure effective implementation, the Federal Communications Commission is mandated to issue specific rules within one year of the Act's passage.
