This bill, titled the "Haiti Criminal Collusion Transparency Act of 2025," aims to address the destabilizing influence of criminal gangs in Haiti by targeting their connections with political and economic elites. It mandates the Secretary of State to submit an annual report for five years, detailing prominent criminal gangs, their leaders, activities, and geographic areas of operation. The report must also identify Haitian political and economic elites with significant links to these gangs, describing the nature of their relationship and how elites leverage these connections for personal gain. Following the submission of each report, the President is required to impose sanctions on identified foreign persons. These sanctions include property blocking , prohibiting transactions involving their assets in the United States, and visa inadmissibility , making them ineligible for U.S. visas or entry, with existing visas subject to revocation. Exceptions are provided for humanitarian assistance and to comply with international obligations, and the President may waive sanctions if vital to U.S. national security interests. The Act is set to expire five years after its enactment.
