This legislation directs the Secretaries of the Interior, Energy, and Army to operate the Federal Columbia River Power System (FCRPS) in accordance with the reasonable and prudent alternative outlined in the September 2020 Columbia River System Operations Environmental Impact Statement Record of Decision . This foundational document establishes the primary operational guidelines for the FCRPS facilities. While generally mandating adherence to this plan, the bill permits amendments to the Supplemental Opinion, but only if all three Secretaries unanimously determine the change is necessary for public safety or transmission and grid reliability , or if the actions being removed are no longer warranted. This process is established as the exclusive method for deviating from the original operating plan. Furthermore, the legislation explicitly prohibits any structural modification, action, or study that would restrict FCRPS electrical generation or limit navigation on the Snake River, unless such a proposal receives specific and express authorization through a new Federal statute.
