This legislation, titled the "Confronting CCP Human Rights Abusers Act," requires the Under Secretary of Commerce for Industry and Security to add the Ministry of Public Security's Institute of Forensic Science of China to the Entity List. This action must be completed within 60 days of the bill's enactment and includes specified aliases for the institute. The bill provides a mechanism for the President, through the Secretary of Commerce, to waive this requirement. A waiver can only be issued if the President certifies to Congress that the institute is not engaged in activities contrary to U.S. foreign policy interests or contributing to human rights abuses. Specifically, this includes repression, arbitrary detention, forced labor, and high-technology surveillance against Uyghurs, Kazakhs, and other Muslim minority groups in the Xinjiang Uyghur Autonomous Region.
