This bill, titled the "Artificial Intelligence Public Awareness and Education Campaign Act," directs the Secretary of Commerce to establish a comprehensive public awareness, education, and consumer literacy campaign regarding artificial intelligence (AI). This initiative, to be launched within 180 days of enactment, aims to inform individuals across the United States about the widespread presence of AI in daily life and enhance their understanding of its capabilities and limitations. The campaign requires the Secretary to define key performance indicators to evaluate its effectiveness, including audience reach, engagement, and satisfaction. It will facilitate access to information on individual rights concerning AI and promote best practices for detecting the provenance of digital media, such as deepfakes and chatbot-generated content. Targeted outreach will also address populations susceptible to AI-enabled fraud, like senior citizens. Outreach materials will cover various aspects of AI, including common tasks, applications in commerce and daily life, and the capabilities and limitations of AI products and services. The campaign will also highlight best practices for personal data protection and workforce opportunities in AI. The Secretary must consult with the Small Business Administration to develop relevant elements for small business owners and consider the specific needs of diverse regions and subpopulations. Materials will be disseminated in multiple languages, via a mobile-friendly website, and through various communication channels including television, radio, and internet platforms. The Secretary is also authorized to partner with private or nonprofit organizations for dissemination. The campaign mandates consultation with a wide range of stakeholders, including academic, industry, community, and government officials, to ensure comprehensive and expert-informed content. The Secretary must annually update campaign materials and key performance indicators to reflect new innovations and consumer concerns. An annual report detailing campaign activities, measured key performance indicators, and recommendations for future actions will be submitted to Congress. The AI Campaign is set to terminate five years after the date of enactment, and no additional funds are authorized for its implementation.
