This bill aims to prevent Department of Homeland Security (DHS) funding from going to institutions of higher education that maintain certain relationships. Specifically, it makes institutions ineligible for DHS funds if they have a relationship with a Confucius Institute , defined as a cultural institute funded by the Government of the People's Republic of China. The legislation also targets relationships with " Chinese entities of concern ," which are universities or colleges in China involved in military-civil fusion, the Chinese defense industrial base, or affiliated with Chinese military/intelligence organizations. A "relationship" includes any contract, agreement, in-kind donation, or gift. Institutions can restore their eligibility for DHS funding by terminating these specified relationships.
