The bill requires the Director of the National Institute of Standards and Technology (NIST) to establish a pilot program focused on developing measurement standards for evaluating artificial intelligence systems , especially those used by Federal agencies. This program will utilize testbeds , which are facilities designed for rigorous and replicable testing, to assess the feasibility and advisability of these standards. To facilitate this, the Secretary of Commerce and the Secretary of Energy must enter into a memorandum of understanding to ensure NIST has access to Department of Energy resources, personnel, and facilities. An Artificial Intelligence Testing Working Group will be established, comprising representatives from Commerce, Energy, NIST, the private sector, and academia, with a prohibition on members from certain covered foreign countries. This Working Group will develop a comprehensive strategy for AI measurement standards, identifying crucial areas such as: reliability performance security privacy data bias Within two years, NIST, in collaboration with the Department of Energy and the Working Group, must develop these testbeds based on the established strategy. Following the first testbed demonstration, NIST is required to submit a report to Congress detailing findings, recommending program revisions, and proposing legislative or administrative actions to further the development of AI evaluation standards.
