No RTO Act

This bill aims to prevent the United States Postal Service (USPS) from implementing certain operational changes, specifically targeting the Regional Transportation Optimization initiative . It also extends this prohibition to any other similar initiatives that the USPS might propose. The key condition for this prohibition is a determination by the Postal Regulatory Commission (PRC) . If the PRC issues an advisory opinion concluding that the implementation of these initiatives will negatively affect rural communities , then the USPS is legally barred from proceeding with them.
