To ensure a smooth transition, the Secretary of Veterans Affairs must submit a report on the progress of establishing VEOTA and certify to Congress that transferring services will not negatively affect veterans. This certification is required before any services are moved to the new administration. The Act also includes a Sense of Congress that the creation of VEOTA should not lead to an increase or decrease in the VA's budget or staffing levels.
