The Comprehensive Health and Integrity in Licensing and Documentation Act of 2025, or the CHILD Act of 2025 , aims to strengthen protections for vulnerable populations. It achieves this by amending the National Child Protection Act of 1993 to broaden the scope of individuals subject to background checks. Specifically, the bill expands the definition of a "covered individual" to include those who contract with or are employed by entities under contract with qualified organizations. Furthermore, it extends background check eligibility to individuals who are licensed or certified , or seek to be licensed or certified, by such qualified entities. This ensures that a wider array of personnel, including contractors and certified caregivers, undergo necessary screening when working with vulnerable groups.
