This legislation proposes to amend the Public Health Service Act by establishing a new National Center on Antiracism and Health within the Centers for Disease Control and Prevention (CDC). This Center would be responsible for declaring racism a public health crisis , developing new knowledge in the science and practice of antiracism, and translating this knowledge into practical interventions. Its core mission is to dismantle racist mechanisms within healthcare and other systems that impact public health and well-being. The Center's duties include conducting extensive research, collecting, and analyzing data on the public health impacts of structural racism, and evaluating the effectiveness of intervention strategies. It would award grants for research, establish at least three regional centers of excellence in antiracism, and create a clearinghouse for comprehensive, disaggregated public health data, ensuring privacy protections. Additionally, the Center would provide public information and education, consult with other CDC entities to integrate antiracism into their activities, and coordinate with Tribal authorities. Furthermore, the bill establishes a law enforcement violence prevention program within the CDC's National Center for Injury Prevention and Control. This program would conduct research into the public health impacts of uses of force by law enforcement , including police brutality and violence, and develop public health interventions to eliminate associated deaths, injuries, and negative mental health effects. It mandates comprehensive data collection, analysis, and reporting on police violence, coordination with the Department of Justice, and annual reports to Congress with recommendations for improving data and disrupting processes that perpetuate racism in policing.
