This bill amends the Alaska Native Claims Settlement Act (ANCSA) to formally recognize Alexander Creek, Incorporated as a Village Corporation, a significant change from its previous status as a Group Corporation. Consequently, the Alexander Creek village will also be recognized as a Native village, overriding certain prior statutory limitations. Alexander Creek, Incorporated is required to submit amendments to its corporate charter to reflect its new designation as a Village Corporation. A key provision mandates the Secretary to negotiate an agreement with Alexander Creek, Incorporated within 30 days of enactment to settle its aboriginal land claims and other claims against the United States. This agreement, a condition for recognition and to be finalized within 13 months, aims to achieve parity in value with other Village Corporations and allows Alexander Creek, Incorporated to be treated as a "State" for receiving surplus federal property. Furthermore, members of Alexander Creek village will cease receiving benefits as at-large shareholders from the Regional Corporation, with future resource payments instead retained by Alexander Creek, Incorporated.
