Summary

This bill establishes a Title X Clinic Fund within the Department of Health and Human Services to provide expanded and sustained national investment in clinics offering family planning services. It appropriates $512,000,000 annually for Title X grants and contracts, plus an additional $50,000,000 annually for clinic infrastructure, for each of fiscal years 2026 through 2035, with funds remaining available until expended. The legislation also mandates that all pregnancy counseling provided by funded clinics be nondirective , offering comprehensive information on prenatal care, adoption, and pregnancy termination to patients with a positive pregnancy test. Furthermore, it prohibits recipients from excluding entities from subaward programs for reasons other than an inability to provide Title X services.
