This bill aims to enhance the United States' quantum capabilities by improving federal coordination and fostering advanced manufacturing. It mandates the appointment of a liaison between the Department of Energy (DOE) and the National Science Foundation (NSF) to ensure coordination and prevent duplication of activities under the National Quantum Initiative Program. Congress emphasizes that DOE and NSF activities should encompass a broad range of quantum information science technologies and critical quantum-enabling technologies , including various qubit and enabling systems. A key provision directs the Secretary of Commerce, through NIST and in consultation with DOE, to establish or fund a Manufacturing USA institute for quantum manufacturing. It will also focus on developing a skilled workforce, offering prototyping access, and supporting a resilient quantum supply chain with an emphasis on domestic production and allied contributions. Finally, the bill mandates two studies to assess and improve the National Quantum Initiative Program. The National Academies will conduct an independent study on the Program's overall progress and goals, including workforce development. Separately, a consortium will study impediments to collaboration among research centers, industry, and academia within the Program, developing legislative recommendations. This study will also report on current research, funding breakdowns for near-term quantum applications, and potential risks.
