Winter Recreation Small Business Recovery Act of 2025

The Winter Recreation Small Business Recovery Act of 2025 aims to expand disaster assistance for small businesses by amending the Small Business Act to include "snow drought" in the definition of a disaster. This modification would allow businesses economically impacted by abnormally low or no snowfall to access federal disaster relief. The bill mandates the Small Business Administration Administrator, in consultation with the National Weather Service, to issue implementing regulations within 90 days. Additionally, it requires the Comptroller General to submit a report to Congress, reviewing existing federal resources for affected small businesses, identifying adaptation strategies, and recommending legislative and administrative actions, including an evaluation of the SBA's Economic Injury Disaster Loan program for such events.
