This bill establishes a new **P-4 nonimmigrant visa** category for mobile entertainment workers, allowing foreign nationals to temporarily enter the United States to perform functions integral and essential to the operation of mobile entertainment providers. These functions include the transport, assembly, operation, and maintenance of attractions, structures, and equipment, such as rides, games, and concessions, for entities like traveling carnivals, circuses, or concession providers for fairs and festivals. To qualify, the Department of Labor must certify that there are **insufficient U.S. workers** available for the positions and that the employment of foreign workers will not adversely affect the wages and working conditions of similarly employed U.S. workers. The legislation also extends eligibility to the spouses and children of these visa holders, allowing them to accompany or follow to join the principal alien. The Secretaries of Homeland Security and Labor are directed to publish proposed rules within 180 days and final rules within one year to implement these changes.
