This bill, titled the "Save Our Small Farms Act of 2025," amends the Federal Agriculture Improvement and Reform Act of 1996 to facilitate the voluntary transition of agricultural producers from the Noninsured Crop Assistance Program (NAP) to the Whole Farm Revenue Insurance Plan (WFRP) . It specifically targets producers with diverse, small-scale, and direct-to-consumer production systems, aiming to expand the availability of robust risk management tools for these farmers. A key provision establishes a streamlined revenue-based option under NAP, designed as an "on-ramp" to WFRP. The Secretary is mandated to accept IRS Tax Form Schedule F for establishing revenue history and to share this data with the Federal Crop Insurance Corporation to support the transition. The legislation also introduces several other enhancements to NAP, including the expansion of crops listed on the national crop table and a streamlined application process with reduced acreage report requirements for diverse production systems. It allows for alternative loss appraisal methods, such as remote appraisals and those conducted by trained field office staff, particularly for hand-harvested or rapidly deteriorating crops. Furthermore, the bill increases the payment limitation for limited resource, beginning, socially disadvantaged, and veteran farmers, as well as those participating in the new streamlined option, to $600,000, and reduces their premium to 25 percent of the determined amount. The Secretary is also directed to collaborate with outreach providers to advertise NAP, particularly to these underserved groups.
