This legislation establishes the Office of Security Training and Counterintelligence within the Executive Office of the President (EOP). The Office will be led by a Senate-confirmed Director, who must be a recognized security expert with top-level clearances, and staffed by career security and counterintelligence professionals detailed from various federal agencies. The primary functions of this new Office are to provide expert advice to the EOP on critical security areas. These include developing and managing security training and education activities, identifying and mitigating counterintelligence and insider threats , and ensuring the robust protection of classified information , even when using unclassified communication methods. Furthermore, the bill creates a Security Training and Counterintelligence Advisory Board to offer independent guidance. This four-member board, appointed by congressional leadership, comprises external security experts tasked with advising the President and EOP personnel on best practices. The Board is also required to submit annual reports to congressional intelligence committees, detailing recommendations for enhancing security training, counterintelligence awareness, and classified information protection within the EOP.
