This bill establishes the Cesar E. Chavez and the Farmworker Movement National Historical Park in California and Arizona, aiming to preserve, protect, and interpret nationally significant resources associated with Cesar Chavez and the farmworker movement. Its purpose is to broaden public understanding of their extraordinary achievements and contributions to U.S. history, while also supporting and enhancing the network of related sites. The legislation redesignates the existing Cesar E. Chavez National Monument as the new Historical Park, ensuring that all prior funding and references transfer accordingly. The park's initial boundary includes the former monument, but the Secretary of the Interior may incorporate additional historically significant sites such as The Forty Acres in Delano, California Santa Rita Center in Phoenix, Arizona McDonnell Hall in San Jose, California once land is acquired or a management agreement is in place. The Secretary is authorized to acquire land and interests within the park's proposed boundary through donation, purchase from willing sellers, or exchange. The Historical Park will be administered under general National Park System laws, with the Secretary also able to provide technical assistance and public interpretation for related historic sites not directly managed by the National Park Service. A general management plan must be prepared within three years, in consultation with landowners and various agencies and organizations, including the National Chavez Center and the Cesar Chavez Foundation. This plan will assess whether additional sites, including those in the Coachella Valley or other locations reviewed in the 2013 study, should be added to the park or linked for interpretation. Finally, the bill amends the National Trails System Act to include the Farmworker Peregrinacion National Historic Trail for study, recognizing the 1966 route between Delano and Sacramento.
