Summary
This legislation aims to restrict the expenditure of United States Government funds in the territory of Gaza. It mandates that no federal funds can be obligated or expended in Gaza until the President provides a certification to Congress. This certification must affirm that the funds will not benefit any organization or person identified as a member of, or controlled or influenced by, Hamas , Palestinian Islamic Jihad , or any other designated foreign terrorist organization. Furthermore, the bill specifically addresses funding channeled through United Nations entities or offices operating in Gaza. Such funding is prohibited unless the President certifies to the relevant congressional committees that the specific UN entity or office is not encouraging or teaching anti-Israel or anti-Semitic ideas or propaganda .
