This legislation mandates the imposition of sanctions against the Popular Resistance Committees (PRC) and any associated foreign persons or entities. Citing the PRC's long history of terror attacks, including its participation in the October 7, 2023 attacks against Israel, the bill aims to hold these groups accountable. The sanctions are to be implemented 90 days after the act's enactment, targeting the PRC, its officials, agents, affiliates, and any organizations operating under its umbrella. The prescribed sanctions include the blocking of all property and interests in property of designated foreign persons that are within U.S. jurisdiction or control, utilizing powers under the International Emergency Economic Powers Act. Additionally, individuals linked to the PRC will be deemed inadmissible to the United States , ineligible for visas, and any existing visas will be revoked. Exceptions are provided for compliance with the UN Headquarters Agreement and for authorized U.S. intelligence, law enforcement, or national security activities, with penalties for violations mirroring those under IEEPA. Furthermore, the bill requires the Secretary of State to submit an initial report within 90 days on whether the Lions' Den meets the criteria for designation as a specially designated global terrorist (SDGT) and a foreign terrorist organization (FTO), and whether the PRC meets SDGT criteria. Subsequently, the Secretary must provide ongoing reports every two years, identifying any new entities operating under the PRC and determining if they meet the criteria for SDGT, FTO, or the sanctions outlined in this Act.
