Summary
The Nutritious SNAP Act of 2025 aims to modify the definition of eligible food items within the Supplemental Nutrition Assistance Program (SNAP). It amends the Food and Nutrition Act to exclude specific categories of items from being purchased with SNAP benefits. These exclusions include certain non-alcoholic beverages , specifically those that are not water, cow's milk, milk-substitute beverages, or 100 percent juice. The bill also prohibits the use of benefits for snack and dessert food items as defined by a 2018 Food and Nutrition Service guidance document. Furthermore, the legislation introduces a provision allowing state agencies to request a waiver from the Secretary. This waiver would permit the state to prohibit the use of SNAP benefits for food that its applicable state nutrition agency determines to be unhealthy food .
