This bill reallocates existing unobligated funds and future appropriations from two key electric vehicle infrastructure programs. It specifically targets the National Electric Vehicle Infrastructure (NEVI) Formula Program and the Charging and Fueling Infrastructure Grant Program , diverting their resources away from their original purpose of developing EV charging infrastructure. This redirection applies to all unobligated funds as of the bill's enactment and all funds made available in subsequent fiscal years. Under this legislation, these redirected funds are mandated for use on a range of traditional highway projects. Permitted uses include the construction, reconstruction, and preservation of Federal-aid highways, as well as projects to replace or rehabilitate bridges. Additionally, funds can be applied to improvements that reduce wildlife-vehicle collisions, such as wildlife crossing structures, and to preserve or expand parking for commercial motor vehicles. The bill explicitly prohibits the use of these reallocated funds for electric vehicle charging infrastructure. All reallocated funds, including those previously set aside for NEVI program administration, will be distributed to states proportionally based on their existing federal highway apportionments. While NEVI funds will not be subject to obligation limitations, funds from the Charging and Fueling Infrastructure Grant Program will remain subject to such limitations. These funds will be administered as if apportioned under general federal highway programs and will be in addition to other state apportionments.
