This bill, titled the Southwestern Power Administration Fund Establishment Act, creates a dedicated fund within the Treasury for the Southwestern Power Administration (SWPA). The new Southwestern Power Administration Fund will consolidate all receipts, collections, and recoveries of the SWPA, along with appropriations and transfers from existing financial accounts. This includes unexpended balances from the continuing fund, advanced payment fund, and offsetting collections fund, streamlining the agency's financial management. Amounts in the Fund will be available until expended and are designated for essential SWPA activities. These uses include the operation and maintenance of power transmission facilities, marketing electric power and energy , and the construction and acquisition of new transmission infrastructure. The Fund also covers administrative expenses necessary for the Secretary of Energy, acting through the Administrator, to fulfill duties under relevant energy acts. Annually, any excess funds must be transferred back to the Treasury as miscellaneous receipts.
