This bill amends the Consolidated Farm and Rural Development Act to establish a new cybersecurity circuit rider program , mirroring an existing program, to provide technical assistance to associations operating rural water or wastewater systems. The primary goal is to bolster the cybersecurity posture of these critical infrastructure providers against evolving threats. The circuit riders will conduct rapid assessments of systems' ability to respond to cybersecurity threats and protect public health, develop enhanced cybersecurity protocols, and assist in improving inadequate protection plans. They will also document the state of cyber protection for water supplies. Circuit riders must possess specific experience and certification, and they are required to report their activities to the Secretary. The bill authorizes an appropriation of $10,000,000 annually for fiscal years 2025 through 2029 to fund this program.
