This resolution commemorates World AIDS Day and expresses support for the ambitious goal of achieving 0 new HIV transmissions, 0 discrimination, and 0 AIDS-related deaths by 2030, both in the United States and globally. It acknowledges the significant progress made in combating HIV and AIDS, including reductions in new transmissions and deaths, but also highlights persistent challenges such as disproportionate impacts on communities of color, men who have sex with men, and Southern States, as well as the ongoing opioid crisis contributing to new infections. The House of Representatives commends the achievements of key initiatives like the Ryan White HIV/AIDS Program , the Minority AIDS Initiative , and the President's Emergency Plan for AIDS Relief (PEPFAR) , which has saved millions of lives and remains the largest commitment by any country to combat a single disease. It also recognizes the vital role of the Global Fund to Fight AIDS, Tuberculosis and Malaria and the scientific advancements of the U=U (Undetectable=Untransmittable) movement and preexposure prophylaxis (PrEP) in prevention. The resolution urges continued robust funding for prevention, care, treatment services, and research programs, including the development of an HIV vaccine and cure. It calls for scaling up comprehensive prevention services, particularly for disproportionately impacted communities, and addressing the specific vulnerabilities of women and girls. Furthermore, it encourages sustained international support and collaboration to ensure the long-term sustainability of global HIV responses.
