It reaffirms that international scientific engagement provides a common language for cooperation, fostering constructive partnerships among nations to tackle shared problems facing humanity. To enhance these efforts, the resolution calls on the Secretary of State to undertake several key actions. These include developing science and technology-oriented foresight assessments, establishing an independent Science and Technology Advisory Board , and elevating the organizational status of the Science and Technology Adviser to that of an Assistant Secretary. Furthermore, it mandates evaluating and improving the number and training of Foreign Service Officers with technical backgrounds, and assessing the feasibility of re-creating a Foreign Service Reserve Officer functional cone for science and technology experts.
