This resolution commends the United States Coast Guard, Air Station Corpus Christi, and the crew of CG-6553 for their extraordinary and courageous response to catastrophic flooding that devastated central Texas communities on July 4, 2025. Heavy rainfall caused rivers to rise rapidly, endangering thousands and resulting in tragic loss of life across the Texas Hill Country. Despite severe weather and poor flying conditions, the crew of CG-6553, led by Lieutenant Ian Hopper, successfully navigated into the disaster zone, guiding other rotary-wing assets. Rescue swimmer AST3 Scott Ruskan became the sole first responder on scene at Camp Mystic, where he triaged and coordinated the rescue of 165 lives over three hours. The helicopter crew also airlifted and evacuated 15 additional individuals. The Coast Guard aggressively sustained continuous operations, deploying 54 personnel, 8 MH-65 Dolphin helicopters, and 2 HC-144 Ocean Sentry fixed-wing aircraft from multiple air stations. The resolution expresses profound appreciation for these extraordinary Coast Guard members who risked their lives, exemplifying courage, selflessness, and devotion to duty in one of the most consequential rescue operations seen in the country.
