It emphasizes the need for peaceful resolution of tensions between the two nations and encourages all regional stakeholders to participate in African-led dialogues, such as the Luanda and Nairobi Processes. The resolution also recognizes the importance of inclusive national dialogues, facilitated by local religious organizations, to promote social cohesion and good governance within the DRC. The resolution calls for an immediate cessation of state support for non-state armed groups and stresses adherence to the DRC Constitution, democratic principles, and human rights, including ending arbitrary prosecutions. It urges the DRC government to combat systemic corruption, implement transparent governance, and respect term limits. Furthermore, it endorses the establishment of critical minerals commercial agreements between the United States, the DRC, and Rwanda to enhance economic and national security interests and de-risk supply chains, while also encouraging strengthened supply chain traceability for conflict minerals and supporting reforms in the mining sector.
