This resolution amends two prior House Resolutions, H. Res. 211 and H. Res. 313, which pertain to joint resolutions aimed at terminating national emergencies. Specifically, it strikes sections from both resolutions to ensure that all days occurring during the first session of Congress are counted as calendar days for the purpose of these termination resolutions. The amendment applies to national emergencies declared by the President on February 1, 2025, and April 2, 2025. By defining all days as calendar days, the resolution prevents Congress from circumventing the statutory 15-day review period for presidential emergency declarations by recessing. Both amendments take effect as if they were included in the original adoption of H. Res. 211 and H. Res. 313, respectively.
