Providing for consideration of the bill (H.R. 6856) to impose sanctions and other measures with respect to the Russian Federation if the Government of the Russian Federation refuses to negotiate a peace agreement with Ukraine, violates any such agreement, or initiates another military invasion of Ukraine, and for other purposes.

This resolution establishes the procedural rules for the House of Representatives to consider H.R. 6856 , a bill designed to impose sanctions and other measures against the Russian Federation. These sanctions would be triggered if Russia refuses to negotiate a peace agreement with Ukraine, violates an existing agreement, or initiates another military invasion of Ukraine. Upon adoption, H.R. 6856 will be immediately brought to the floor, with all points of order against its consideration and provisions waived . An amendment in the nature of a substitute will be automatically adopted, and the bill, as amended, will be considered as read. The debate will be limited to one hour , equally divided, followed by one motion to recommit before the final passage vote.
