This bill requires the Comptroller General of the United States to conduct a comprehensive study on libraries and library services provided in State and Federal prisons within one year of enactment. The study will detail the types of services offered, identify their funding sources, and collect extensive demographic information on incarcerated individuals in facilities with library services. A key focus of the study is to assess the impact of these services by identifying recidivism rates , parole compliance rates , and descriptions of workforce placement for individuals released from prisons offering libraries. Additionally, it will identify the rate of disciplinary infractions among incarcerated individuals in these facilities, with the final report submitted to Congress including all relevant findings.
