North Korean FAKER Act

This bill, known as the "North Korean FAKER Act," establishes a policy for the United States to actively counter illegal revenue generation by North Korea. The primary focus is on disrupting deceptive remote employment and identity fraud schemes that generate funds. These illicit revenues are specifically targeted because they support North Korea's ballistic missile, nuclear, chemical, and biological weapons programs, as well as the proliferation of weapons of mass destruction. The legislation aims to promote international cooperation and strengthen global norms to detect, disrupt, and deter such dangerous programs.

To achieve these objectives, the bill authorizes the Secretary of State to undertake several key actions. This includes international coordination with allies and partners to align sanctions, enhance information-sharing, and prioritize diplomatic engagement with countries enabling North Korean illicit activities. The Secretary is also empowered to engage with private sector entities, such as cybersecurity firms and financial institutions, to improve detection and disruption capabilities, particularly concerning the use of artificial intelligence and synthetic identities. Furthermore, the bill enhances the Rewards for Justice Program to incentivize information leading to the identification and prevention of these schemes, and mandates public attribution of North Korean illegal remote workforce activities.
