Time for Completion Act

This legislative proposal, titled the "Time for Completion Act," seeks to amend the Higher Education Act of 1965 to significantly improve the availability of student achievement data. Its primary goal is to increase transparency by requiring educational institutions to provide more comprehensive information about student completion and graduation times for various programs of study. This enhanced disclosure is intended to empower consumers with better insights into program outcomes.

Specifically, the bill mandates that institutions report the percentages of students who obtain a degree or certificate within several defined timeframes, including normal time, 150 percent, 200 percent, and for shorter programs, 300 percent of the normal completion time. This data must be disaggregated by student type, distinguishing between

• first-time, part-time
• non-first-time, full-time
• non-first-time, part-time

undergraduate students. The Secretary of Education is also directed to ensure that these percentages are displayed consistently and with equal visibility to the public.
