The bill also encourages collaboration with federal agencies, the private sector, and academic institutions for training development and ensures continuing education for RTOs. Furthermore, it grants a targeted hiring freeze exemption to allow for the necessary personnel appointments and prioritizes the recruitment, training, and overseas deployment of RTOs with expertise in biotechnology. The Secretary must submit an implementation plan within 180 days and provide annual reports detailing program progress, officer assignments, and diplomatic outcomes related to biotechnology.
