Biotechnology Diplomacy and Expertise Enhancement Act of 2026

The "Biotechnology Diplomacy and Expertise Enhancement Act of 2026" seeks to bolster United States leadership in biotechnology by expanding the Department of State's Regional Technology Officer (RTO) Program. It mandates the recruitment and specialized training of RTOs in biotechnology and emerging biotechnologies to serve as critical diplomatic assets.

These biotechnology-trained RTOs will be tasked with promoting diplomatic engagement, advancing U.S. leadership in innovation and security, shaping international agreements, and facilitating the role of biotechnology in foreign policy objectives. Their training will cover advanced topics like gene editing and synthetic biology, biosecurity, ethical considerations, international regulations, and diplomatic strategies specific to biotechnology issues.

The Secretary of State is directed to develop a comprehensive strategy for hiring these experts and expanding the program by fiscal year 2026. The bill also encourages collaboration with federal agencies, the private sector, and academic institutions for training development and ensures continuing education for RTOs.

Furthermore, it grants a targeted hiring freeze exemption to allow for the necessary personnel appointments and prioritizes the recruitment, training, and overseas deployment of RTOs with expertise in biotechnology. The Secretary must submit an implementation plan within 180 days and provide annual reports detailing program progress, officer assignments, and diplomatic outcomes related to biotechnology.
