Federal Facilities Indoor Air Quality Assessment Act

This legislation directs the Comptroller General of the United States to conduct a comprehensive review of indoor air quality (IAQ), ventilation, and heating, ventilation, and air conditioning (HVAC) performance conditions across all Federal buildings, facilities, and real property. The review will evaluate how effectively departments and agencies ensure their facilities meet applicable IAQ, ventilation, and HVAC performance standards throughout the entire lifecycle, from design and construction to operation and occupancy. This assessment aims to ensure a healthy and safe environment for federal employees and visitors by scrutinizing compliance with established guidelines, including ASHRAE and IMC standards. The review will also examine agency policies for monitoring and documenting IAQ, the frequency and causes of identified deficiencies, and the effectiveness of existing oversight and remediation mechanisms. A key component involves scrutinizing the qualifications and credentials of contractors and workers performing HVAC installation, maintenance, and remediation, specifically checking for personnel certifications and participation in registered apprenticeship programs. Within 12 months, the Comptroller General must submit a detailed report to Congress with findings and recommendations, after which any Federal agency identified with material IAQ deficiencies must submit a corrective action plan within six months.
