The "GPS Modernization Acceleration Act" mandates the President to accelerate the modernization of the Global Positioning System (GPS) Enterprise within 180 days of enactment. This acceleration is deemed a national priority due to GPS's critical role in military, civilian, and economic activities, coupled with the reliance on aging satellites and increasing threats from signal interference, jamming, and spoofing. Key components of this modernization include establishing clear timelines for the development and deployment of a full constellation of 24 GPS IIIF satellites and associated ground control segment upgrades. It also requires prioritizing the L5 signal for civilian and military applications to enhance resilience and coordinating with federal agencies to expedite system upgrades. Furthermore, the Act directs the development of strategies to incentivize critical infrastructure assets to mitigate risks from GPS signal interference, potentially through integrating terrestrial and commercial satellite positioning, navigation, and timing systems. Strategies to accelerate the deployment of military GPS user equipment are also required. The Secretary of Defense, in coordination with the Secretary of Transportation, must submit annual reports for three years. These reports will detail progress on modernization, evaluate interagency coordination, describe strategies to counter GPS signal interference, and provide recommendations for further enhancements to GPS security and reliability.
